B. Introduction

The programme is designed to train middle-level research-oriented manpower to add to  the  stock of professional town planners in the country. The PGD programme also bridges the gap between lower-level and upper-level planning education. The programme also allows Higher National Diploma (HND) and 3rd Class degree holders to obtain a pre-qualification degree for the Master’s Degree programme in Urban and Regional Planning.

C. Philosophy

The programme’s philosophy is to provide both academically and professionally sound Town Planners who will help rebuild the ever-complex human environment to derive competence at both practical and policy-making levels. The programme prepares the ground for professionals and graduates who otherwise would not qualify for admission into a Master’s degree in Urban and Regional Planning.

D. Aim and Objectives

The Postgraduate Diploma in Urban and Regional Planning aims to produce town planners with vast theoretical and practical skills embedded in the profession and are registrable with the Town Planners’ Registration Council of Nigeria (TOPREC). The objectives are to:

  1. Train students in advanced, up-to-date courses in Urban and Regional Planning.
  2. Produce professionals with upscaled skills to understand and manage the complex interplay and practical implications of urban and regional landscape changes.
  3. Sharpen the research focus of H.N.D holders in Urban and Regional Planning and those with lower grades in the first degree to qualify them for further studies.

E. Admission Requirements

The candidates are required to possess the following minimum qualifications.

  1. Matriculation requirements of the University of Ilorin, including Mathematics, English Language, Geography and any two other subjects in either natural or social sciences;
  2. Hold a first degree with a minimum of 3rd Class in Urban and Regional Planning from the University of Ilorin or any other recognised University; or
  3. Hold HND upper credit in Urban and Regional Planning with a minimum of two years post-NYSC working experience or HND lower credit with a minimum of four years post-NYSC working experience.

F. Duration of the Programme

The full-time programme shall run for a minimum of 12 calendar months (two semesters) and a maximum of 18 calendar months (three semesters).

URP 701 Housing and Urban Renewal 2 Credits Housing needs, demand and supply. Basic principles of housing standards. Housing finance mechanism. Housing in Nigeria: design, construction methods, materials, forms and functions of elements. Housing problems-rural and urban. Housing policy analysis. URP702 Land Use Planning 2 Credits

Urban land-use patterns. Land use and land value and their relations in the organisation of cities. Land use determinants. Economic, social, public interest and physical characteristics. Theories of urban structures. Analysis and classification of urban land use. The nature and purpose of planning. Normative descriptive and prescriptive theories of planning. Evolution of Town Planning Philosophy.   • Graduation Requirements

To qualify for the award of Postgraduate Diploma in Urban and Regional Planning, a candidate must pass a total of 32 Credits comprising 30 Credits of Core courses and 2 Credits of Elective courses.
